WHAT WE OFFER

Disaster Response Consultancy Ltd (DRCL) is an independent oil spill, hazardous and noxious substance (HNS) and marine pollution advisory. Because DRCL neither manufactures nor supplies response equipment, its advice on tenders, equipment and compliance is vendor-neutral, which lets it sit unambiguously on the client’s side of the table. That independence is paired with authority: DRCL’s principal drafted the National Center for Environmental Compliance (NCEC) minimum standards against which marine-facing facilities in the Kingdom are now assessed.

His technical capability rests on several complementary areas that are rarely combined in a single practitioner. In contingency and tactical planning, he prepares and reviews oil spill contingency plans (OSCPs) and facility response arrangements against the tiered preparedness model that underpins international practice, from Tier 1 facility response through regional Tier 2 cooperation to Tier 3 national and international mobilisation. On the equipment side, he specifies, selects, and mobilises containment, recovery, and storage systems suited to the conditions of a given site, working from a detailed understanding of boom performance, oleophilic skimming rates, anchoring, and temporary storage rather than generic product lists.
